having a frontage on the sea. In explanation of the item of
$25,000 for the reclamation at Shamshuipo to provide sites for
lessees dislodged from the old village, I enclose a letter
from the Director of Public Works dated 14th. August, 1911,
which gives full particulars. The total cost of the scheme is
estimated at $84,300. For the increase of $401,600 on the
original estimate for the Typhoon Refuge I would refer you to
paragraph 5 of my Despatch No. 91 of 17th. of last March. To
the figure there given have to be added the preliminary expens-
-es and Consulting Engineers' fees amounting to $16,899 and
the cost of supervision, hire of launches, etc., estimated at
$120,000. A statement in footnote 2 on page 8 of the Revenue
Estimates shows to what extent the special assessment of Light
Dues has contributed to the financing of this work. The vote
for laying out Chinese Cemeteries (89,000), now inserted under
this head, has in former years been erroneously allocated to
